Perhaps the only surprise about today’s delay to part one of the Civil Liability Act (2018) whiplash reforms is that they are only being put back one month.

Whether the timeline is only seeing a slight tweak because the Ministry of Justice really is closing in on the long-awaited rules or whether this is a bid to temporarily placate stakeholders remains
