Local authorities failing on emergency planning says Marsh
Broker Marsh, is claiming that Britain's local authorities are largely unprepared for the impending Civil Contingencies legislation, which is set to become law later this year.
Citing results of a UK wide survey, which was conducted between October and December 2003, Marsh said 67% of local authorities "still have work to do" in order to reach compliance.When it becomes law
