It has been estimated that homeowners aged 65 or over own nearly £750bn in un-mortgaged property. Housing equity is being viewed by policy-makers as a means of achieving a variety of outcomes: paying for social care; reducing public expenditure; helping the children of homeowners buy their own homes and increasing pensioners’ income. But is there a need for clarity about what is expected of this asset class and an honest debate about where the balance lies between the individual and the state when it comes to meeting the costs of later life?
