Downey replaces Hall as CUO for Pen
Tom Downey has been promoted to chief underwriting officer for Pen Underwriting, replacing Martin Hall.
Downey, pictured, has been managing director of specialty since 2014, prior to which he was in charge of managing general agents at RSA.
